Home Ministry Will Supervise Papua New Autonomy Region for Three Years
The three new Papua provinces, namely South Papua, Central Papua, and Papua Mountains, will be fostered by the central government until their administration is effective. The central government will foster the three provinces for 3 years since they were inaugurated.
The DPR has ratified the 3 Bills on the Formation of the New Autonomous Region (DOB) of Papua into Laws on Thursday (30/6). The inauguration of the Provinces of South Papua, Central Papua, and Papua Mountains must be carried out no later than 6 months from the date of promulgation, or December 2022 at the latest.
For South Papua Province, the capital city is Merauke Regency. Meanwhile, the capital of the Central Province is Nabire Regency, and the capital of the Papua Mountains Province is Jayawijaya Regency.
The central government’s authority in regulating the province is enshrined in the new autonomous region law as follows:
Article 18 of the South Papua Province Law
- In order to streamline the administration of regional government, the Central Government shall provide guidance and facilitation to the Province of South Papua within 3 (three) years of its inauguration.
- The Minister of Home Affairs supervises and evaluates the implementation of the obligations of the Papua Province Government, South Papua Provincial Government, Merauke Regency Government, Boven Digoel Regency Government, Mappi Regency Government, and Asmat Regency Government as stipulated in this Law.
- The Minister of Home Affairs in carrying out the supervision and evaluation as referred to in paragraph (2) shall coordinate with the relevant technical ministries.
- The Minister of Home Affairs submits the development of development and facilitation as referred to in paragraph (1) as well as the development of supervision and evaluation as referred to in paragraph (2) to the House of Representatives of the Republic of Indonesia and the Regional Representative Council of the Republic of Indonesia.
Article 18 of the Central Papua Province Law

- The Minister of Home Affairs in carrying out the supervision and evaluation as referred to in paragraph (2) shall coordinate with the relevant technical ministries.
- The Minister of Home Affairs submits the development of development and facilitation as referred to in paragraph (1) as well as the development of supervision and evaluation as referred to in paragraph (2) to the House of Representatives of the Republic of Indonesia and the Regional Representative Council of the Republic of Indonesia.
Article 18 of the Law on the Papuan Mountains Province
- In order to streamline the administration of regional government, the Central Government shall provide guidance and facilitation to the Papua Mountains Province within 3 (three) years from its inauguration.
- The Minister of Home Affairs supervises and evaluates the implementation of the obligations of the Papua Province Government, Highlands Papua Provincial Government, Jayawijaya Regency Government, Bintang Mountains Regency Government, Yahukimo Regency Government, Tolikara Regency Government, Central Mamberamo Regency Government, Yalimo Regency Government, Lanny Regency Government Jaya, and the Nduga Regency Government as regulated in this Law.
- The Minister of Home Affairs in carrying out the supervision and evaluation as referred to in paragraph (2) shall coordinate with the relevant technical ministries.
- The Minister of Home Affairs submits the development of development and facilitation as referred to in paragraph (1) as well as the development of supervision and evaluation as referred to in paragraph (2) to the House of Representatives of the Republic of Indonesia and the Regional Representative Council of the Republic of Indonesia.
